On July 31, 2009, Ehud Barak and Binayamin Netanyahu opened the Tziyon Road between Kiryat Arba and Hebron to Arab traffic. It had been blocked since 2002 because of a string of murders and terrorist attacks. Intelligence chief Yuval Diskin advised that opening the road open the way for another Arab attack on Jews, but Barak and Netanyahu put western opinion over the lives of citizens.
