Who would need a treaty, with the US president’s butt in the air? Now North Korea just gets to play with a “special envoy”…in the meantime, North Korea’s nuclear and chemical weapons progress is more than satisfactory to North Korea. There is time to play.

SEOUL, November 29 (Itar-Tass) – South Korea regards as fruitless the coming direct US-North Korean talks, said here on Sunday the spokesman of the South Korean cabinet.
This is largely attributed to absence of clear signals, showing a North Korean desire to return to the six-party negotiations on denuclearisation of the Korean Peninsula.
US special envoy on North Korea Stephen Bosworth is to fly in Pyongyang on December 8 with a task to coax the North Korean leadership into resuming the dialogue with the six countries: the two Koreas, the US, China, Russia and Japan. These will be the first talks for the two countries in the “one to one” format, since the time the Obama administration came to power last January.
According to a source at the South Korean Ministry of Foreign Affairs and Foreign Trade, Seoul does not see Pyongyang’s desire to resume the talks of the six countries.
North Korean leader Kim Jong-Il said last October at a meeting with Chinese premier Wen Jiabao that “a return to the negotiating table depends on the outcome of bilateral contacts with the US”.
At the same time, North Korea insists on creating with the US a peaceful regime in the Korean Peninsula as a preliminary condition for resumption of the six-party talks. The North Korean mass media regularly call on Washington to replace the armistice operating in Korea with signing a peace treaty between North Korea and the US, which will formally put an end to the 1950-1953 Korean War.
A spokesman of the South Korean Foreign Ministry regards it improbable that Bosworth will bring with him a message from Barack Obama or will get a chance to meet Kim.
